Water, natural gas, electricity and telecommunications are all considered to be public utilities. In the last 20 years, we have witnessed incredible changes in every public sector utility, due to deregulation, except water. This paper explores whether the forces which pushed deregulation of natural gas, electricity and telecomunications are present in the water industry.
